Should a Small Hotel Offer a Best Rate Guarantee?
Only in a simple, match-only form. Under Booking.com's standard US terms your public rate cannot undercut Booking.com, so a guarantee mostly promises what parity already makes true. The risk is the extra you promise: chains add 20% to 25% off on top of the match, which can cost a small hotel more than the commission it was avoiding.
Big hotel brands promise that their own website has the lowest price, and pay out if a guest finds a lower one. Owners of independent hotels ask whether they should do the same. This guide compares two chains' published terms with what Booking.com's contract already requires of US hotels, and works out what a claim would cost. Terms were read on the companies' own pages on October 12, 2026. We are not lawyers, so check anything that matters with yours.
What is a best rate guarantee?
A promise to guests that booking on your own website gets the lowest price, with a remedy if they find a lower one elsewhere for the same stay. The remedy is usually to match the lower price, often with something extra. It is a marketing promise, so it has to be kept: the FTC's guides on advertising guarantees say a business should advertise a guarantee only if it promptly and fully performs its obligations under it, and they apply to the advertising of any guarantee (16 CFR Part 239).
How do Hilton and Hyatt run their guarantees?
| Term | Hilton Price Match Guarantee | Hyatt Best Rate Guarantee |
|---|---|---|
| Remedy | Match the lower rate plus 25% off the room rate | Match the lower rate plus 20% off, or 5,000 World of Hyatt points |
| When to claim | Within 24 hours of booking, and before check-in | Within 24 hours of booking |
| What counts | Same room, view, dates, guests, amenities and cancellation terms; at least 1% lower; publicly viewable and immediately bookable | A lower, publicly available, immediately bookable room-only rate for the same stay |
| What does not count | Member, corporate, package and group rates; sites that hide the hotel until booked; prices behind a login or code | Rates that are not public or not immediately bookable |

The exclusions matter as much as the promise. Both chains limit claims to prices anyone can see and book, and Hilton lists in detail what makes two stays different. A guarantee without those limits pays out on rates you never meant to compete with.
Does Booking.com already guarantee the lowest price?
Yes, to its own guests, and the hotel pays for it. Booking.com's General Delivery Terms define "We Price Match" as Booking.com's guarantee to guests that it will match the best rate for an equivalent room at the same hotel, with the same dates and booking conditions. Clause 2.5.6 says that where Booking.com is entitled to rate parity and a guest makes a valid claim, the hotel must:
- lower its rate on Booking.com at once, so the lower rate is available for further bookings,
- change the rate on the guest's reservation, and
- at checkout, either charge the guest the lower rate or refund the difference in cash.
Under the standard terms, the US is a wide parity country, so your Booking.com rate must match or beat your own website and front desk. Our guide to rate parity for US hotels explains the clause. The result: if your website shows a lower public price than Booking.com, Booking.com's guarantee can make you refund the difference to its guest. A guarantee on your own site mostly promises the same thing from the other side.
Why might another site show a lower price than yours?
Even with parity, a guest can find a lower number elsewhere. Three common reasons:
- The booking site pays for a discount. Clause 2.2.4 of Booking.com's terms says it may give an incentive on the room price at its own cost, paying part of the price on the guest's behalf.
- A discount you fund for members. Booking.com's Genius discounts are funded by the property and shown to signed-in Genius members (see Booking.com Genius for hotels). Hilton's terms, for example, exclude member-only prices.
- Rates you gave other partners, such as package or opaque rates, which can surface on sites you do not watch.
A guarantee that does not exclude these will pay out on prices you did not set or cannot see.
What does a rate guarantee claim cost a small hotel?
Take an illustrative 3-night stay booked on your website at $160 a night, $480 before taxes. The guest finds the same stay for $456 on another site, 5% lower. Here is what you keep under three remedies, against the guest booking that $456 rate through a booking site at 20%:
| Outcome | Guest pays you | You keep |
|---|---|---|
| Match only | $456.00 | $456.00 |
| Match plus 10% off | $410.40 | $410.40 |
| Match plus 25% off (like Hilton) | $342.00 | $342.00 |
| Guest books the $456 on a booking site at 20% | $456.00 to the site | $364.80 |
Illustrative. Excludes taxes and fees, card fees and the cost of winning the direct booking.
A match keeps the booking direct and leaves you more than the booking site would. A 25% extra leaves you less. Chains can afford it because claims are rare across thousands of hotels and the promise builds their loyalty programs. A small hotel takes every claim on its own margin.
Booking.com's terms say a rate is published online when guests are shown the rate or enough detail to work it out, such as "xx% off". A public promise to beat any lower price by a set percentage may therefore raise a parity question under the standard US wording. Have your contracts read before you advertise one.
If a small hotel offers a guarantee, what should it say?
Keep it short, match only, and write the limits down:
- Same stay: same room type, dates, number of guests, inclusions and cancellation terms.
- Total price: compare totals including mandatory fees. The FTC's fee rule, in force since May 12, 2025, requires those fees in the price you show (FTC).
- Public prices only: no member, package, opaque, group or corporate rates.
- A claim window, such as 24 hours after booking and before arrival, and one claim per booking.
- A remedy you can afford on every claim, which for most independents means the match alone.
Many hotels get more from a plainer message: the same price as the booking sites, booked directly with the people who run the hotel. A direct booking at the same price still costs you far less than one through a booking site. Our guide to how independent hotels get more direct bookings covers other reasons to give guests, and our calculator shows what each booking that moves is worth.
MarginStay helps independent hotels bring in direct bookings, so we have a stake in this topic. Guarantee terms come from Hilton's and Hyatt's own pages, contract terms from Booking.com's General Delivery Terms, and the FTC guides from the eCFR, all read on October 12, 2026. This is not legal advice. The example is illustrative.
Rate guarantees: quick answers
What is a best rate guarantee for hotels?
A promise that booking on the hotel's own website gets the lowest price, with a remedy if the guest finds a lower one for the same stay. Chains match the lower price and add an extra: Hilton adds 25% off the room rate, Hyatt 20% off or 5,000 points. Claims must usually be made within 24 hours of booking.
Can a US hotel offer a lower price than Booking.com on its website?
Not as a public rate under Booking.com's standard terms, which treat the US as a wide parity country. If a guest finds a lower price and claims under Booking.com's We Price Match, the hotel must lower its Booking.com rate and charge the guest the lower rate or refund the difference at checkout. Member rates that meet four conditions are the main exception.
Should a small hotel copy Hilton's price match guarantee?
Usually not in full. Matching a lower price keeps the booking direct, but an extra 25% off can leave you with less than a booking-site booking would. On a $456 stay, a booking site at 20% leaves you $364.80, while a match plus 25% off leaves $342. A match-only promise is safer.
What should a hotel's rate guarantee exclude?
Prices that are not public and immediately bookable, such as member, corporate, group, package and opaque rates, and stays that differ in room, dates, guests, inclusions or cancellation terms. Compare total prices including mandatory fees, set a claim window and allow one claim per booking. The FTC expects any guarantee you advertise to be honored in full.
